Mr. von Lucke, what are you mainly working on at the moment?
To be quite honest with you, I am enthusiastically dealing with organizational and development work. The “Deutsche Telekom Institute for Connected Cities” is also linked to a professorship for Administrative and Business Information systems at Zeppelin University. We now need to develop the relevant structures and draw up the syllabus for the semester. But I can say one thing straightaway: One of the focal themes of the planned classes will be T-City Friedrichshafen and related issues.
Where do you see links between the teaching and research work and the day-to-day reality in T-City?
Everywhere, actually. As the head of the Learning and Research project field, it is my role to develop and introduce ideas, establish contacts, provide and use impetus, and establish networks. It goes without saying that we have to be interdisciplinary and go beyond the scope of universities. We want to establish a collaboration in life-long learning which involves scientists, students, companies and “normal” T-City citizens. This starts with the schools and ranges from adult education to projects in the fields of business and administration.
Does this mean you are also involved in the “Citizens and the State at T-City” project field?
As a business and administration information scientist, I am interested in many aspects of networked cities. Modern information and communication technology should be used to network business and administration locally, regionally as well as nationally. My fields of research to date illustrate how closely the individual project fields interact in T-City. We mainly want to scientifically support and further develop innovative projects in T-City. I have been intensively involved with the D-115 citizens’ hotline. In the future, citizens and companies are to be given access to a variety of administration services by dialing 115. Other examples include the directory-based responsibility finder and the implementation of the EU Service Directive the aim of which is to have standard contacts for companies in place by the end of 2009. I continue to be involved in this and other projects as part of my work at the Fraunhofer Institute for Open Communication Systems in Berlin.
Does this mean that you will soon be living exclusively out of a suitcase?
No, the agreement is for two days a month in Berlin. Right now, my entire attention is dedicated to the tasks in Friedrichshafen, where I am currently looking for an apartment. Once this has been accomplished, I myself will be able to use the benefits which the T-City offers its citizens.
Personal details: Jörn von Lucke was born in Bielefeld in 1971. After completing his university entrance certificate in Konstanz in 1990, he studied business information science at the University of Mannheim. In 1999, he obtained a doctorate from the German University of Administrative Sciences Speyer, where he also assumed a professorship in 2007 with a thesis on high-performance portals for public administration. For two years, he worked for the Federal Administrative Office on the conceptual further development of the bund.de portal, amongst other things. Since January 2007 he has been a research associate at the Fraunhofer Institute for Open Communication Systems (FOKUS) in Berlin, and since January 2009 he has been managing the “Deutsche Telekom Institute for Connected Cities” (TICC) and holds the associated professorship for Administrative and Business Information Systems at the Zeppelin University in Friedrichshafen
